It is a free custody-status and notification service supported by the Minnesota Department of Public Safety Office of Justice Programs. Current statewide material says Minnesota VINE connects to county jails and detention facilities. Martin County's jail page confirms local participation. That makes VINE a strong channel for a person held at Martin County Jail.
Scope matters. Newer Minnesota DPS material says VINE does not cover Minnesota DOC prisons. Minnesota Haven is the separate MNDOC victim and witness notification route for people sentenced to state facilities. Federal Bureau of Prisons custody is also outside VINE. More than one offered method can reduce the risk that one missed call becomes the only warning. Still, duplicate channels do not make the underlying status more official. Save the time of each notice, then compare it with the roster timestamp and any direct statement from Martin County Jail. Minnesota Haven is MNDOC's separate custody and release notification path for eligible victims and witnesses. The public locator and Haven also serve different purposes: one is a public status search, while the other manages notices within its eligibility and notice rules.
A locator record can say that a person is under supervision after prison release. That means confinement ended but MNDOC jurisdiction continues. Final discharge is different. When a fully discharged record is no longer in the public locator, use the court file and a DOC records request rather than searching county VINE.
Confirm Martin County VINE Results
Several limits follow from the agency structure. VINE is not a certified release record. It does not cover federal BOP custody. Current Minnesota guidance routes MNDOC prison notice to Haven. A custody update can lag. Most important, “released from this agency” may still mean transfer to another agency rather than freedom from all custody.
